The Municipality of Liloan, province of Southern Leyte, has 24 barangays. Two barangays namely Brgy. Himay-angan which is exactly 9 kilometers away from the Poblacion and Brgy. Estela which is approximately 10 kilometers have established National High Schools. Most of the parents based on survey from these barangays said that to enroll their children to high school in barangay Poblacion is more advantageous on their part as many of them have relatives in the Poblacion and much easier to get transportation. However, high school in town is privately- owned which is naturally unaffordable by most common families.
In the year 2009, late Hon. Resureccion R. Parado sponsored a resolution on the establishment and operation of a barangay high school in Brgy. Poblacion during the regular session of the Sangguniang Bayan Members of Liloan. It was approved by the Sangunniang Bayan Members headed by the acting presiding officer, Victor M. Chua, Sr. on the same year. Last August 28, 2009, the Sangguniang Bayan Members of Liloan earnestly requested Cong. Roger G. Mercado to author a bill for the establishment and operation of a barangay high school in Brgy. Poblacion. House Bill No. 2439 establishing a National High School in Brgy. Poblacion, Liloan to be known as Liloan Central High School enacted by the Senate and House of Representatives of the Philippines in the Congress assembled during the 15th Congress, on the first regular session in the year 2011.
Fortunately, a Liloanon, Mr. Nemesio Omabe Malatamban III, who is working as a Supervising Legislative Staff Officer II on Committee on Basic Education and Culture in the House of the Representatives, Quezon City, recognized the effort of the Local Government Unit of Liloan, Southern Leyte headed by the municipal mayor, Hon. Shirlita Y. Chong. He then suggested the conversion of Liloan Central High School into Liloan National Technical-Vocational High School to be in lined with the emphasis of K-12 curriculum.
On May 2, 2011, Cong. Roger G. Mercado sponsored a House Bill numbered 4564, “An act establishing a National Technical-Vocational High School in Brgy. Poblacion, Municipality of Liloan, Province of Southern Leyte to be known as Liloan National Technical-Vocational High School,” a substitution of the House Bill No. 2439 submitted to the Committee on Basic Education and Culture and was finally passed by the House of Representatives and the Senate on May 23, 2011 and August 28, 2012 respectively.
On March 30, 2012, Hon. Rodolfo C. Cuares, a Sangguniang Bayan Member of the municipality, sponsored a resolution numbered 53 requesting Dr. Luisa Bautista-Yu, Regional Director of the Department of Education to issue a permit to operate the first year level in favor of the Liloan National Technical-Vocational High School for the School Year 2012-2013.
In compliance with the requirements, the following government agencies: Community Environment and Natural Resources, Department of Environment and Natural Resources, Integrated Provincial Health Office, Department of Public Works and Highways, Philippine Ports Authority, and Department of Education issued certifications that permit the establishment of the institution. And on Nov 15, 2012, the President of the Republic of the Philippines, His Excellency Benigno S. Aquino III signed the Republic Act 10311, “AN ACT ESTABLISHING A NATIONAL TECHNICAL-VOCATIONAL HIGH SCHOOL IN BARANGAY POBLACION, MUNICIPALITY OF LILOAN, PROVINCE OF SOUTHERN LEYTE TO BE KNOWN AS LILOAN NATIONAL TECHNICAL-VOCATIONAL HIGH SCHOOL AND APPROPRIATING FUNDS THEREFORE.”
On May 22, 2012, the blessing and the turnover of the school buildings and the launching of the Regional Brigada Eskwela happened in the school. The events were attended by the Brgy. Poblacion Council, the Local Government of Liloan with the mayor and the Sangguniang Bayan Members, pioneering teaching force of LNTVHS lead by Mr. Wilfedo S. Mosong, Liloan District Personnel with the supervisor, Mrs. Evangeline A. Gorduiz, and the Division Personnel headed by Schools Division Superindent, Dr. Violeta M. Alocilja. During the inaugural speech of Schools Division Superindent, she stressed that this newly-opened institution will serve as the gateway for the skills development of the out-of-school youths and will provide quality education. She also envisioned the conversion of the school to Liloan Technical Vocational College.
